Serkan Seyhan completed his undergraduate studies at Marmara University Faculty of Law. He continued his postgraduate education at Istanbul Kültür University’s Public Law Master’s Program, from which he graduated in 2018 after successfully defending his thesis titled “Administrative and Judicial Review of Tenders under Public Procurement Law No. 4734.” Seyhan pursued his doctoral studies in the Public Law Doctorate Program at Istanbul Kültür University, earning the title of Doctor of Public Law in 2023 with his dissertation titled “Liability of the Administration in the Context of Artificial Intelligence Technologies.”

Seyhan currently serves as an assistant professor in the Department of Administrative Law at Istanbul Kültür University Faculty of Law. His primary areas of research include administrative law and administrative jurisdiction, procurement law, public personnel law, expropriation law, energy law, zoning law, personal data protection law, and the liability of the administration. Seyhan is a member of the International Association of Privacy Professionals (IAPP) and holds the European Union General Data Protection Regulation (GDPR) certification (CIPP/E). He is proficient in English and French.
